Questionable reluctance at Volkswagen AG

DID THE LAST SCANDALS IN THE HOUSE GO UNANSWERED?

VW has obviously learned nothing from past legal proceedings, customer reactions, and German jurisprudence, or is unwilling to do so. They behave and act like a "God-given being" who perceives questions about the sale of their products (whether based on legal or technical grounds) as an imposition, not an obligation!

They dismiss inquiries that are only slightly out of the ordinary with blanket responses, simply because the initial query in the standard IT system - ELSA - doesn't immediately provide the answers! Further inquiries, such as those concerning the production of the Cup Edition Millennium Beetle, are ignored because customer support presumably cant access them (…customer service access rights?).


According to the Pilot Department in Puebla, these cars were never entered into an official system (ELSA or KVS) and therefore - presumably - annot be accessed by Customer Service. However, this claim is contradicted by VW data lists that surfaced only recently, in May 2026; these lists reveal that even parts used exclusively for the "Dubai Beetle" are visible within the KVS system!
 

​​Employees speak of so-called "KFA cars"—a term they explain as referring to "corporate vehicles or something similar." But why, then, are such concerns—which customers have substantiated with a wealth of factual evidence—not forwarded internally? Every medium-sized enterprise holds "ISO certifications" and, as such, has established defined procedures for handling customer inquiries and complaints! Is VW, then, not ISO certified, or has it simply failed to establish the necessary processes for such matters?

AND NOW?

Recently surfaced data lists from VW AG revealed all the chassis numbers (VIN IDs) used for the "Dubai Beetle," arranged in meticulous order, complete with corresponding color codes, countries of delivery and export, and an additional VIN lookup entry that even identifies the model type specifically as "DUBAI BEETLE"!
 

KNOWN FACTS

However, a data list from VW AG that surfaced only recently revealed all the chassis numbers (VIN IDs) used for the "Dubai Beetle," arranged in meticulous order—complete with corresponding color codes, countries of delivery, and export destinations—as well as a separate VIN lookup that even identifies the model type specifically as "DUBAI BEETLE"!

  • 81 unsold cars that rolled off the assembly line were modified in the pilot department.

  • 80 cars were sold to a single customer in the Emirates.

  • The actual clients (the ruling family) have not been disclosed by VW, but are also listed in the VIN list as "Al Naboodah" (the VW importer for Dubai).


KNOWN FACTS
 

  • Following a customer order—worth several million US dollars—the cars were subsequently built; this is according to VW employees in Puebla (specifically VW project engineers and project managers).
     

  • It has been verifiably established that at least one prototype was scrapped in Germany after the project’s completion; furthermore, a well-known collector acquired several of its parts—which bore no serial numbers—purchasing them as a bundled lot contained within a wire mesh crate (more on this later).
     

  • Inquiries directed to the local Middle East support infrastructure in the Emirates yielded the following response:
    "We ourselves do not understand why no documentation regarding this project was ever created."

     

  • When inquiries are submitted accompanied by a vehicle-specific VIN, the "Classic Parts" department generates and dispatches erroneous certificates to the car owners. These certificates display data pertaining solely to the standard production models - reflecting how they originally rolled off the assembly line in Puebla -  and contain absolutely no annotations regarding the modifications made to these specific vehicles.
     

  • Officially, no spare parts have ever been - or are currently - available for these 80 cars, as they were never entered into any official VW system (such as ELSA or KVS); this also serves to explain the customer service department's complete lack of knowledge regarding the matter.
     

  • How, then - according to the service booklets and, visibly, the workshop repair orders—were these cars officially serviced by the authorized VW importer?
     

  • Contacts within VW have also confirmed the points outlined above; however, whether due to the terms of their employment contracts or a fear of legal repercussions, they are either unwilling or prohibited from being publicly identified or from disclosing specific details.


QUESTIONS THAT EVERYONE CAN UNDERSTAND

  • If ALL the data researched on this page turns out to be WRONG and the modifications were actually done by an external tuner or partner (…also a VW response).
    Who at VW authorized this project and the associated provision of materials and know-how for modifying 80 ( EIGHTY ) cars with VW emblems and service books?

     

  • Why are there no official records or documentation for these cars?
    How - and on what basis (or instruction) - were these cars actually built in Puebla?

     

  • Why does a car owner receive a "certificate containing false information" following a VIN inquiry?
    It has recently come to light that virtually all parts used were "monitored" by VW's Quality Assurance department - specifically to ensure the "legal production" of the vehicles - and, by extension, shouldn't all these parts therefore be officially approved?
    Consequently, shouldn't everything regarding the "Dubai Beetles" also be entirely "legal"?

     

  • Why these three colors?
    As is well known, "unsold cars were taken off the assembly line and modified."
    Were the colors - silver, blue, and black - simply not in high demand in the USA, or was this a specific request from buyers in the Emirates?

     

  • In what order (RSI, CUP cars, Dubai Beetle) were the cars developed and produced?
    Which car then served as the blueprint for which specific type? Note 1*

     

Why CAN'T  or WON'T VW simply answer these questions?
 

THE FUNDAMENTAL QUESTION about the "CUP EDITION MILLENNIUM BEETLE"

According to the usual business practices and principles of the VW Group, these vehicles should never have been built and sold.

 

  • According to VW, there is no documentation.

  • No parts supply for the official service provider in Dubai.

  • No support documentation for the cars (…according to the Middle East Support Group).

  • Nothing at all.
    …nothing compared to all the other VW models manufactured, distributed, and sold by VW!

  • How is it possible that the production of 80 vehicles and the associated authorizations, such as project approval, documentation and conversion instructions, parts supply, logistics, design and planning, as well as the resulting costs, were apparently "undocumented"?

  • We are very familiar with such authorized conversion measures from other corporations and their well-known tuners like AMG (Mercedes) or ALPINA (BMW)! But even these would not be possible without corresponding support from the main plants! If so, who officially authorized the conversions for VW if not the pilot department in Puebla?
